DOV United was founded in Houston, Texas by professional engineer and president, David Darley. A graduate of Texas A&M University, David first started working for a panel shop and SCADA integrator in Camarillo, California. He later joined a pump servicing company and responded to the electrical service needs of municipalities in the greater Los Angeles region. In 2019, David joined a multi-discipline engineering firm in Fort Worth, TX and began serving water infrastructure clients across the Lone Star state. Over the years David became a licensed engineer in Texas, Colorado, Oklahoma, Montana, Utah and North Carolina. While completing the design & construction of many pump stations, treatment plants, dams, lift stations and elevated storage tanks, David found a passion for developing engineered systems that can better serve the operators and owners who keep clean water flowing to our communities. Also seeing a need for more engineering firms with specialized knowledge of electrical and control systems in the water industry, David collaborated with a few close colleagues to form DOV United.

Baffour Osei was born in Accra, Ghana and migrated to the United States in 2008 to pursue the American dream. He accomplished just that by working his way through community college before earning his degree in Mechanical Engineering from Vanderbilt University. Baffour would go on to teach and develop the first engineering curriculum at Landmark Christian School in Fairburn, Georgia. Impressed by the rapid results of his program at Landmark, Baffour was then recruited by an Ivy League university to develop their engineering laboratory and makerspace. Baffour has a passion for learning, developing and teaching sustainable engineering practices as well as providing opportunities for the next generation of Ghanaian students to pursue a career in engineering.

Lupe Vete was born in Bedford, Texas before spending the majority of her childhood on the Polynesian island of Tonga. Inspired by her father to become a business professional, Lupe returned to the United States to pursue education and graduated from the University of Houston with a degree in Business Administration. Lupe found her passion for strategic investing and consulting clients ranging from teachers to business executives on sound fiscal practices. Lupe joined David and Baffour in pursing a venture that provides a positive impact on society through quality engineering practices.
